Pensionary Benefits

Prelude

The Fifth Central Pay Commission introduced various pensionary benefits duly revised and made applicable with effect from 01 Jan 96. Pension Disbursing Offices are not following the laid down yardsticks and pensioners/Family pensioners are being paid less entitlements. Various rates of service/family pensions are appended at the end. The matter is required to be addressed upon at RSB/ ZSWO level with complete indulgence to avoid financial loss of JCO/OR/Widows.

Reservist Pension

Other Ranks of the Armed Forces, depending upon their terms of engagement, serve for specified number of years in ‘Reserve’. The service rendered while in active service in the Armed Forces is called “Colour” service and that in reserve is called “Reserve” Service. While the minimum “colour” service necessary to earn a service pension is 15 years, there are individuals who retire after completing 15 years of combined colour and reserve service, the latter category of other ranks are granted “Reservist Pension” in terms of Regulation 155 of Pension Regulations for the Army – 1961 (Part-I).

The rates of Reservist pension revised from time to time are indicated as under:

Monthly Ex-gratia payment to Reservists

Prior to 1-4-68, the other ranks who retired after completing at least 15 years colour plus reserve service had the option to choose between “Reservist Pension” or “lump sum Gratuity” in lieu. Reservists who were discharged prior to 1.4.1968 after rendering minimum qualifying service required for grant of pension but had opted/ accepted lump sum amount of gratuity at the time of release from service and have not availed benefits of rehabilitation assistance granted by the Govt. and also are not in receipt of any other pension, are entitled for Exgratia payment of Rs. 600/- per month with effect from 1.11.1997 plus dearness relief applicable from time to time.

Revision of Disability element - For pensioners in receipt of disability element of disability pension or disability element paid in addition to retiring/service pension as on 01.01.2006, the rates of disability element for 100% disability in non-battle casualty cases shall be as under:

(ii) Junior Commissioned Officers of Army and equivalent ranks of Navy and Air Force including TA and DSC Rs. 4300/-
(iii) Other ranks of three services including TA and DSC Rs. 3510/-

Where the disability of a pensioner is less than 100%, the rates of disability element shall be proportionately reduced.

War injury element of War Injury Pension: For pensioners in receipt of War Injury Element of War Injury Pension or War Injury elements paid in addition to retiring/service pension as on 01.01.2006, the rates of war injury element for 100% disability cases shall be as under:

(ii) Junior Commissioned Officers of Army and equivalent ranks of Navy and Air Force including TA and DSC Rs. 8600/-
(iii) Other ranks of three services including TA and DSC Rs. 7020/-

Where the disability of a pensioner is less than 100%, the rates of war injury element shall be proportionately reduced.

Improvement in the pension of Offrs/JCOs/OR/Family pensioners wef 24-09-2012

The Government has issued orders on the recommendations of the Committee of Secretaries 2012 on the issues related to improvement in pension of Offrs/JCOs/ORs and family pensioners of Armed Forces retired/discharged/invalided out of service prior to 01-01-2006. The pension has been revised with calculating service/group/ weightage/terms of engagement and to bridge the gap in pension of Pre-2006 and post-2006. PCDA (P), Allahabad has issued the rate of Revised Pensions Table following circulars for implemention the Govt orders :-

    (a)     Circular No. 500 dated 17/01/2013 - Minimum guaranteed pension to Pre-2006 Commissioned Officers/Family Pensioners.

    (b)     Circular No. 501 dated 17/01/2013 - Improvement in pension of JCOs/Ors of Armed Forces retired/discharged/invalided out of service prior to 01-01-2006.

    (c)      Circular No. 502 dated 17/01/2013 - Enhancement of Ordinary Family Pension in respect of Pre-2006 JCOs/Ors Family Pensioners.

    (d)       Circular No. 504 dated 17/01/2013 - Grant of Dual (Two) family pension from Military as well as Civil employment.

    (e)      Circular No. 505 dated 17/01/2013 - ( Grant of family pension for life to handicapped children of Armed Forces Personnel.
